It is with great sadness that we announce the death of Lowell Edmond Payne (Charleston, West Virginia), who passed away on September 5, 2023, at the age of 85, leaving to mourn family and friends. He was predeceased by: his parents, Okey Payne and Josie Payne; his wife Janet Payne; and his siblings, Melissa Gum (Wallace), Ulysses Payne (Flora), John Payne (Euline), Franklin Payne (Mildred) and Waymon Payne.
He is survived by: his sister Mary Jo Morris (Glenn); his sister-in-law Jean Payne; and his nieces and nephews, Buren Payne (Rachel), Pat Payne (Patti), Nancy Rapp (David), Sandra Fambrough (David) and Shelby Morris. He is also survived by several great-nieces and great-nephews; as well as many friends.
