He was predeceased by: his parents, Frank Oakes and Nora Kidd Oakes; and his brother Tom. He is survived by: his wife Betty; his children, Angela Combs of Blacksburg, VA, Deanna McClung (Jay) of Wilmington, NC and Frank of South Charleston; his grandchildren, Andrea, Hannah, Madison, Noah and Annie Kay; and his great grandchildren, Landon, Riley and Levi.
