He was predeceased by: his parents, Carl Lee Blackburn Sr. and Evelyn Blackburn (Allen); and his siblings, Charles Blackburn, Dennis Blackburn and Linda Blackburn.
He is survived by: his wife Elizabth Blackburn (Feazell); his sons, Wayne Taylor (Melissa) and Carl Lee Blackburn, III; and his brothers, Gary Blackburn (Rita) of Oak Hill, Mark Blackburn of Oak Hill and Lynn of Oak Hill.
