He was predeceased by: his parents, Woodrow D. Perkins and Mary Jane Birchfield Perkins; his wife Paula Perkins; his brother Bill Perkins; his siblings-in-law, Glenna Perkins and Willie Waggoner; and his nephews, Bill and Tom Waggoner.
He is survived by: his children, James L. "Jay" Perkins Jr. of Parkersburg, Julie Rector (Rob) of Vienna and Amanda Kelsey (Gabe) of Parkersburg; his siblings, Susan Waggoner of Parkersburg, Sharon Burdette of Parkersburg, Danny Perkins (Karen) of Virginia Beach, VA and Steve Perkins (Ginny) of Little Hocking, OH.; his grandchildren, Emily Biles, Sadie Nelson and Harley Kelsey; and his pet Sarge.
