He was predeceased by: his parents, Damon Payne and Lora Needly; and his siblings, Steven Payne, Danny Ray "Dinky" Payne, Debra Payne and Darlene Payne.
He is survived by: his wife Nancy L. Payne; his children, Scott Rose (Paul) of Hummelstown, PA, Rick Rose (Chris) of Roanoke, VA, Melva Adkins (Teddy) of Bluefield, Cindy Coche (Jim) of Poca and Melissa Sigmon of Charleston; and his brother John Payne. He is also survived by ten grandchildren and thirteen great-grandchildren and several nieces and nephews.
Due to the COVID 19 pandemic, a private memorial service for the family will be held Saturday, August 8, at 2 p. m., at Mercer Funeral Home in Bluefield, WV.
