She was predeceased by: her parents, Lester Woodrow and Lola Mae Sheppard Penwell; her husband Herman Orville "Phil" Phillips, Jr.; and her brother Lester Steve Penwell. She is survived by: her son Jeffrey Tod Phillips of Berkeley Springs; and her siblings, Joyce Youngblood of Berkeley Springs, Judith McBee of Berkeley Springs, Richard "Ike" Penwell of Berkeley Springs and Ronald Penwell of Martinsburg, WV. She is also survived by many nieces and nephews.
