He was predeceased by: his parents, Sherman Penner and Minnie Melissa Youngblood Penner; his wife Judy Ann Gallion Penner; his son Chuck Penner; and his siblings, Dorothy VanGosen and Elwood Penner.

He is survived by: his children, Tanya Lynn Vanorsdale of Berkeley Springs and Kevin Michael Penner of Berkeley Springs; and his sister Katherine Pickel. He is also survived by seven grandchildren, five great grandchildren, one great great granddaughter and many nieces and nephews.
