He was predeceased by: his parents, Raymond Payne and Cleo Payne (Blevins); his son Howard Steven Payne; his brother Lowell Payne; and his siblings-in-law, Lowell "Bob" Delaney and Pearl Payne.
He is survived by: his wife Carolyn Payne (Boles); his children, Beverly Hoadley (George), Jill Brown (Roddie) of Webster Springs, Loretta Currence (Mike Collett) of Beverly, Tina McCauley (Tim) of Valley Bend and Jason (Pam) of Dover, DE; and his siblings, Shirley Delaney of Curtin, Patty Hamrick (Garl) of Beverly, Robert Helmick (Mary) of Curtin, Walter Helmick (Rita) of Marlinton and Elsworth "Sonny" Helmick (Charlotte) of Bergoo. He is also survived by eight grandchildren; numerous great-grandchildren; and a host of nieces, nephews, other relatives, and friends.
