She was predeceased by: her parents, Lester Kenneth Arnett and Glenoka "Dokey" Mae DeVault Arnett; her husband Russell Ray Starcher; and her brother Kenneth Gregory "Greg" Arnett. She is survived by: her children, Robert Kenneth Hixon (Rosa) of Fairmont, Rachella Hixon Wood (Aaron) of Republic, MO and Steven Hixon (Michelle Hootman) of Mannington; her stepdaughter Dawn Starcher Menefee (James) of Midway, GA.; her grandchildren, Aliyah Starcher Merritt Barefield (Elijah), Evan Hootman, Serena Hixon, Connor Hixon, Destiny Donley, Caleb Angeline, Caylee Hixon, Leanna Hixon and Bailey Hixon; her great grandchildren, John Ryder Drain and Weston Angeline; and her siblings, Kendra Gray (Darrel) of Wardensville, WV and Thomas Arnett (Wendy) of Fairmont, WV..

A memorial service will be held on Sunday, April 27th 2025 at 5:00 PM at the VFW Post 7048.
