He was predeceased by: his parents, Ward Moats and Dove Moats (Simmons); and his siblings, Bill, Samuel, Richard, Earl, Marshall, Ward, Cindy, Rachael, Genevina, Edith and Charlene.
He is survived by: his wife Ruby J. Moats (Cummings); his son Randy Moats (Candy) of Grantsville; his grandson Tyler; and his siblings, James Moats (Charis) of Wellsburg, WV, Ruby Moats Kempfer of Aurora, WV and Helen Cohen of Tuscon, AZ.
