He was predeceased by: his parents, Edward Devlin and Catherine Devlin; his brothers, Edward and John; his brothers-in-law, Richard Schloesser and Dick Conrow; and his mother-in-law Bernice Adamski.
He is survived by: his wife Colleen; his daughter Kelly; his pet Finn; his siblings, Marsha Pangle (Steve) and Jim; and his sisters-in-law, Kathy Conrow and Mary Schloesser. He is also survived by nieces, nephews, cousins, family, and friends.
Donations in honor of Phil can be made to the Irish Cultural & Heritage Center of Milwaukee and the Wisconsin Humane Society.
