He is survived by: his wife Judy L. Holst; his children, Kimberly A. Oldham (John), Virginia Brooks (Samuel Monday), Amanda Rohrscheib (Brian), Herbert J. Brooks III (Amber) and Harley W. Brooks (Rebecca Hekenberger); and his siblings, Vivian I. Brooks, Robin L. Pence (David), Barry W. Brooks and Robert L. Brooks. He is also survived by his many grandchildren and great grandchildren.
