He was predeceased by : his parents, Lloyd Carter and Ruth Carter (Palan); his son William Carter, Jr.; and also, Gilbert and Alice Meuer.

He is survived by : his wife Kathy Meuer of Dodgeville; his daughter Tracy Thompson (Shawn) of Arena; his grandchildren, Hailey Carter and Colton Thompson; and his siblings, Doug Carter of Highland, Syd Carter (Jayne) of Highland, Brad Carter (Lesa) of Highland, Randall Carter of Highland, Rodney Carter (Bernadette) of Dodgeville, Jodeanne Carter of Highland and Renee Cholvin (Daniel) of St. Petersburg, FL. He is also survived by many other relatives and friends.
