He was predeceased by: his mother Ann Outlaw; and his sisters, Vicki Outlaw and Susan Bauswell. He is survived by: his father L. E. Outlaw; his wife Tracy; his sons, Adam and Victor (Megan); his stepchildren, Allison Holyoak (Brad), Andrew Jones (Victoria) and Daniel Jones (Kristin); and his grandchildren, Owen Holyoak, Hudson Outlaw, Carter Outlaw, Violet Outlaw, Chloe Holyoak, Emily Jones, Madison Holyoak, Andi Jones, Frances Jones and Ivan Jones.

Visitation was held on Wednesday, January 15th 2025 from 6:00 PM to 8:00 PM at the R. W. Baker & Company Funeral Home and Crematory (5685 Lee Farm Ln, Suffolk, VA 23434). A funeral service was held on Thursday, January 16th 2025 at 1:00 PM at the Funeral Home and Crematory, North Suffolk Chapel (5685 Lee Farm Ln, Suffolk, VA 23434). A burial was held on Thursday, January 16th 2025 from 2:00 PM to 3:00 PM at the Meadowbrook Memorial Gardens (4569 Shoulders Hill Rd, Suffolk, VA 23435).
