He was predeceased by: his parents, Jesse Blackburn and Grace Blackburn (Brookens); and his wife Gwendolyn Monroe. He is survived by: his children, Melody Govier of Fenimore, Nancy Govier (John) of Tucson, AZ, Christine Butler (Roger) of Boscobel, Dave Blackburn (Christy) of Fennimore and Jim Blackburn (Lou Ann) of Belmont; and his brother Jerry Blackburn (Cele) of Verona. He is also survived by 12 Grandchildren, 39 great grandchildren, three great-great grandchildren.
