He was predeceased by: his parents, Virginia Buchanan and Johnny L. Harris; and his siblings, Gillis Harris (Mary), Danny Harris (Sue) and Judy Harris of Yakima.
He is survived by: his son Kevin (Michelle Harris); his grandchildren, Tyler and Taylor Harris of Yakima; his siblings, Kenny (Diane Harris) and Deborah "Sue" Harris; and his nieces and nephews, Jimmy, Tony, Tina, Todd, Kip, Traci, Angie, Becky, Tami, Jennifer, Keith and Kara.
Billy requested no funeral services, no flowers.
