He was loved and cherished by many people including: his parents, Samuel Ray and Lucy Ethel Garrett (Packer); his wife Joyce Garrett; his children, Cynthia Dee Delaney (Jerry), Brett D Garrett (Marilyn), Tracy Gibbons (Clair), Amy Lapriel Haueter (Clark) and Rick Steven Garrett (Susan); his brother Kenneth Garrett (Sharon); and his son Mark Edward Garrett. He was also cherished by 18 grandchildren and 22 great grandchildren.
