He was loved and cherished by many people including: his parents, Frances Theodore Elam (Ted) and Winnie Ruth Elam (Thompson); his son James L. Elam; his granddaughter Hailey; his daughters, Susan Mills (Rob), Karyn Kost (Kerry) and Patricia Barling (Glenn); and his grandchildren, Heather Blackwell (Ben), Shadrach MacDonald (Rowan), AJ Barling (Danise), Leatha Hall (Justin) and Hannah Tedeschi (Jonathan).
COVID restrictions prescribed a small service which was held in his honor at Kennewick Baptist Church with Rev. Dustin Hall presiding.
In lieu of flowers, the family suggests a tribute donation to the church's building fund, as maintaining the physical church structure was a ministry close to Bill's heart.
