He was predeceased by: his parents, Burton Phelps and Dorothy Grant Phelps; and his siblings, Edward Phelps, Luella Gomez, Olan Phelps and Lillian Byrne (Peg Powers).
He is survived by: his significant other Peg Powers; his children, Wendy Blake (Bob) of Woodbury, Terry Barrett (Russ LaPointe) of Morrisville and Gail Phelps of Morrisville; his grandchildren, Ryan Norton, Dana Norton, Tyler Barrett, Jackie Barrett and Shannon Burrow; and his siblings, Dorothy "Dottie" Graves, Clover Towne of Morrisville, Roland Phelps of Florida, Carmelita Belisle of Colchester and Dale Phelps of Hyde Park. He is also survived by several great grandchildren.
