She was predeceased by: her parents, Frank J. Carr and Ethel Carr (Goodhue); her husband Robert L. Rushlow; her grandparents, Frank Carr, John and Ethel Rushlow; her sister Leona Boomhower; her siblings-in-law, Deanna Carr and John Alexander Rushlow; and her son-in-law Scott Billow.
She is survived by: her daughter Theresa Ann Billow (Earl Larocque, Jr.) of Richford; her brother Roger Carr of Double Springs, Alabama; and her stepgranddaughter Cindy Smith. She is also survived by many nieces, nephews and cousins.
