He was predeceased by: his daughter-in-law Wendy Carter; and his siblings, Vivian Judd, Leonard Carter, Victor Carter, Francis Carter, Wayne Carter, Lionard Carter and Robert Carter.

He is survived by: his parents, Victor Carter and Helen Carter (Gogen); his spouse Ruth Carter (Besaw); his grandfather Louis; his children, Sandra Columbia (Larry), Nancy Duncan (Edward), James Carter (Patricia), Michael Carter, Theresa Coffin, Tina Bliss (Greg), Bernard Carter and Linda Parenteau; and his great grandchild Michelle Runne. He is also survived by eight children, 20 grandchildren, 53 great-grandchildren, and 23 great-great-grandchildren.
