He was predeceased by: his parents, Roy Hoover Sr. and Rosella Hamman Shade; his wife Juanita Henry Hoover; and his siblings, Roy "Jimmy" Hoover, Victor Smedley and Sharon Smedley.

He is survived by: his sons, William Hoover Jr. (Bonnie), Alan Hoover (Christy) and Kevin Hoover (Dawn); his stepchildren, Danita, Dana and Robert; his grandchildren, Juliana, Kyle, Patrick, Kelsey, Christina and Lacey; his great grandchildren, Peyton, Savannah, Ella and Micah; and his sister Anna Margaret Sanders.
