He was predeceased by: his brother Paul E. Carter. He is survived by: his wife Jan Kline; his children, Brian K. Carter of Winchester and Cathy Carter Jones (Brian) of Stephens City, VA; his grandchildren, Kelley Madagan and Marcus Madagan; and his brother Clarence Carter Jr. of Winchester.
