It is with great sadness that we announce the death of Barbara Allen Carter of West Point, Virginia, who passed away on September 11, 2020, at the age of 69, leaving to mourn family and friends. She is survived by: her husband Billy Carter; her daughters, Jessica South (Barry) and Billie Jean Carter; and her grandchildren, Jacob, Joshua South and Kimberleigh Williams.
