He was predeceased by: his parents, James Edward Lowery Sr. and Jessie Ross Lowery; his wife Delilah R. Lowery; and his siblings, Harold Lowery Sr., Constance Fowler, Bessie Booth, Marion Newsome, William Lowery and Mabel Butts.

He is survived by: his children, James E. Lowery III of Petersburg, Renee Lowery of Chesapeake and Eric Lowery (Sandi) of Richmond, Virginia; and his brothers, Preston Lowery (Juliette) and Marvin Lowery (Peggy).
