He was loved and cherished by many people including: his parents, William E. Harper, Jr. and Frances Virginia Harper; his wife Debra Lynn Balderson; his son Matthew; his daughter-in-law Grace; his grandchild Avery of Charlotte, NC; and his sister Virginia Mae Wilkins of Callao.
