He is survived by: his children, James Raymond Kipper III (Maria) of Virginia Beach and Cynthia Kipper Cruce (Allen) of Portsmouth; his grandchildren, Michael Kipper (Veva Kline), Thomas Kipper, Henry Cruce and Margaret Cruce; and his sister Carol Fuller Brooks.
