He was predeceased by: his parents, Junior Edward and Nancy Lee Rife Fowler; and his sister Annette Campbell. He is survived by: his wife Judy Lynn Mays; his children, Junior Edward Fowler II (Abigail) of Nemours, WV and Elizabeth Anne Layne (Jamey) of Rawl, WV; his siblings, Richard Fowler (Wanda) of Draper, VA, Kathy Shrewsbury, Karen Hunley (Lewie) of Leckie, WV and Sharon Walls (Jim) of Bluefield, WV.; and his grandson Colton William Fowler.
