He was predeceased by: his parents, Joseph Clarence Higgs and Mary Overholtz Higgs. He is survived by: his wife Geraldine M. Lee; his children, Linda Whitehead (Jim) of Knoxville, TN, Beth Steven of Stephens City, Mary Lock (John) of Stephens City, Joe Higgs, Jr. (Kristi) of Winchester and Ginger Higgs of Stephens City; and his sisters, Mary Anne Haymaker of Winchester and Nancy Baugher of Front Royal. He is also survived by eleven grandchildren; and six great grandchildren.
