He is survived by: his parent Easter Morris Carter; his children, Vincent Carter of Stephens City, Lynn Carter of Winchester, Irene Yvette Perry of Washington, DC, Lucille Yvonne Travers of Maryland and Gretchen Maria Roberts of Newport News, VA; and his siblings, John Carter of Connecticut and Rebecca Watts of New York. He is also survived by grandchildren and great grandchildren.
