He was predeceased by: his parents, Raymond Gilbert Carter Sr. and Ruby Virginia Clifton Carter; his wife Mary Frances Steele Carter; and his brother Raymond Carter. He is survived by: his children, David Wayne Carter of Front Royal, Jennifer Wiles of Woodstock and Tina Carter of Staunton; and his siblings, Robert Carter of Florida, Lois Marchi of Front Royal and Joyce "Ann" Derflinger of Front Royal.
A graveside service will be held on Sunday, February 2nd 2025 at 2:30 PM at the Bennett's Chapel Cemetery (839 Rivermont Dr, Front Royal, VA 22630).
