He was loved and cherished by many people including: his parents, Lorrah Dale Skaggs and Charlotte Pitsenbarger Skaggs; his wife Stacy Dawn Skaggs; his children, Timothy "T. J." Skaggs Jr. (Annie), Chase Skaggs, Kailey Skaggs (Michael) and Chelsie Cook (Justin); his sisters, Kimberly Dutrow and Lynette Krout (Dwayne); and his grandchildren, Rylan Cook, Granger Skaggs and Knox Cook.
