He was predeceased by: his wife Margaret Ellis Carter; his parents, Raymond Carter and Suzie Sessor; his stepmother Bessie Carter; and his siblings, Betty Sessor, Shelby Davidson, Evelyn Horman, Charles Carter, Carl Carter, Jimmy Carter, Butch Carter and Tommy Carter.

He is survived by: his children, Patty Harris (Richard), Darlene Gaffey (Ron), Kenny Carter (Andi), John Carter, Trevor Carter (Nicki) and Gordon Carter; his siblings, Linda McGhee, Mary McGhee, Joan Belcher, Carolyn South, Robert Carter, Mike Sessor and J. B. Sessor; his grandchildren, Ashley Collins, Bella Carter, Josh Carter of Blue Carter, K. C, Michael Carter, Luke Gaffey and Shane Harris; and his great grandchildren, Dylan Carter, Dalton Carter, Colt Carter, Taylor Collins, Sam Collins, Lena Collins, Emma Harris, Olivia Harris and Will Harris. He is also survived by several nieces and nephews.
