He was predeceased by: his daughter Tracy Ann Fulton; and his brother Cecil Fulton. He is survived by: his wife Carol Brown Fulton; his children, Deborah Kaye Fulton, Carl Richard Fulton (Heather) and Debbie Martin (Richard Mays); his grandchildren, Jonathan Matthews, Jacob Matthews, Jessica Martin, Samantha Martin, Daniel Fulton and Abigail Fulton; his brothers, Bobby Fulton (Faye) and Danny Ray Fulton (Ann); and his sister-in-law Brenda Fulton. He is also survived by four great grandchildren.
