She was predeceased by: her parents, Ronald LaVerne "Cotton" Lukhard and Norma Mae Hughes Lukhard of Glen Allen; her son Richard C Carter, Jr.; and her brother Steven Lukhard (Sauni). She is survived by: her husband Richard C Carter, Sr.; her daughters, Stephanie Taylor and Elizabeth Couch (Matt); her grandchildren, Kaitlynn Carter, Jacob Couch, Cody, Carter Dennis and Embrey Davis (Emily); her great grandchild Charles Davis; and her siblings, Deborah Lukhard, Susan Kassman (Neal) and Jeffrey Lukhard (Emily). She is also survived by nieces and nephews.

A memorial service was held on Tuesday, February 4th 2025 at 1:00 PM and on Saturday, February 8th 2025 at 11:00 AM.
