He was predeceased by: his parents, Richard Epps Rowe Sr. and Eunice Emma Baskett Rowe. He is survived by: his wife Patricia Ann Tinsley Rowe; his daughters, Teresa Ann Talley and Tina Marie Friedhoff; his grandchildren, Heather Groux (Dan), Forrest Friedhoff IV (Alexxis) and Ashton Talley; his great grandchild Evangeline; his brother Richard Epps Rowe Jr. (Joyce); his nephews, Kevin and Brett; his extended family, Billy Fox and Thom Couch (Nancy); and also, Joshua and Hannah.

The family requests that in lieu of flowers, memorial contributions be made to the Hanover County Animal Shelter, 12471 Taylor Complex Ln, Ashland, VA 23005.
