She is survived by: her siblings, William Thurston Carter, Carroll Elmer Carter, Charles Franklin Carter, Fred Thomas Carter and Nancy Jean Ritenour (Tommy) of Front Royal; and her niece Debra Ann Williams. She is also survived by fifteen nieces and nephews, numerous Great nieces and nephews and Great-Great nieces and nephews.
