He was predeceased by: his parents, John Henry and Amelia Davis Carter; his wife Elizabeth F. Carter; his son Fredrick Wayne Fuller; and his siblings, Robert, John Henry, James, Jack, William Carter, Rosa Lee Carter and Bertha Davidson.
He is survived by: his son-in-law Vera Carter of Pulaski; his son Julius Fuller of Pulaski; and also, Tanya Mahood, James Mahood and Stacy Carter Redd of Va.
