He was predeceased by: his parents, Arthur Mullins and Samantha Mullins of Pound, VA; his siblings, Roger, Junior, Benny Allen Mullins and Frances Short; and his grandson Jamie Mullins.
He is survived by: his wife Josephine Shelton Mullins; his children, Neal Mullins (Denee) of Abingdon, VA, Randy Mullins of Clintwood, VA, Debbie Lane (Jeff) of Gate City, VA, Joseph Mullins (Amie) of Abingdon, VA and Cindy Davis (Howie) of Knoxville, TN; his stepson Scott Shelton of Abingdon, VA; and his siblings, Danny Joe Mullins (Kyong) of Bristol, VA, Mona Sue Mullins (Herman) of Abingdon, VA, Wilma Powers of Abingdon, VA and Glenda Stanley (Elder) of Clintwood, VA. He is also survived by 23 grandchildren; 17 great grandchildren; and several nieces and nephews.
