He was predeceased by: his parents, Verna Facenda Harrell and Richard C. Harrell, Sr.; and his brother Timothy Aaron Harrell, Sr.. He is survived by: his stepfather Timothy A. Bradshaw of Portsmouth; his son Richard C. "Trey" Harrell III of Portsmouth; his siblings, Sharon Pope Turner of Portsmouth and Kenneth Bradshaw of Portsmouth; his nieces, Jennifer P. Cote of North Carolina and Kelly P. Weymouth of Maine; and his nephew Timothy A. Harrell, Jr. of Portsmouth.
Visitation was held on Tuesday, February 4th 2025 from 5:00 PM to 7:00 PM at the Foster Funeral Home (1926 High St, Portsmouth, VA 23704). A funeral Mass was held on Wednesday, February 5th 2025 at 11:00 AM at the St. Paul Catholic Church (522 High St, Portsmouth, VA 23704). A burial was held on Wednesday, February 5th 2025 at the Greenlawn Memorial Gardens (3920 Airline Blvd, Chesapeake, VA 23321).
In lieu of flowers, donations may be made to St. Paul Catholic Church.
