He is survived by: his wife Louise Roop Cecil; his sister Parthena Cecil Croom of Newport News; his children, Samantha Cecil Poe (Donnie) of Roanoke and Samuel Cecil, Jr. of Pennington Gap; and his grandchildren, Micah Edgar, Caleb Poe, Jordan Poe, Clarke Cecil and Isabella Cecil.
