He was predeceased by: his parents, William Everett Lowman, Sr. and Nellie Pippin of Virginia. He is survived by: his spouse Leslie Ruffner Lowman; his children, Dean T. Lowman of Wharton, MD and Dee Ann Wicks-Coker of Dover, DE; and his sister Connie Price of Galena. He is also survived by cousins; and many nieces and nephews.
