She was predeceased by: her parents, Harry E. Shelley and Margaret E. (Siemon); her daughter Anne Michelle Thomas; her granddaughters, Maggan Seamans and Ashley Seamans Miller; her siblings, Alice Shelley, Clara Mae Shelley, John Shelley, Joshua Shelley and Ruth Shelley Knight; and her former husband George Herbert Meeker Starr.

She is survived by: her children, Kimberley Meeker Starr of Cape Charles, VA and Todd Marshall Starr; her granddaughter Katherine Starr Wendell of Cape Charles; and her great grandchild James Miller. She is also survived by nine nieces and nephews.
