He was predeceased by: his parents, Lida Anne Maddox Outland of Snow Hill, MD and Grover C. Outland, Sr. of Isle; his sisters, Louise O. Smith and Jean O. Chrysler; and also Webster M. Chandler, Jr..
He is survived by: his children, Grover C. III (Melissa), James M. (Jodi) and Elizabeth O. Branner (Wade); his grandchildren, Madeline Outland, Lydia (Emily Outland), Matthew, Benjamin (Mark Outland) and Harrison (Margaret Branner); and his sister Nancy O. Chandler of Norfolk. He is also survived by numerous nieces and nephews.
In lieu of flowers, the family requests that memorial donations be made to the VMI Foundation and the Washington and Lee University School of Law.
