He is survived by: his significant other Elma Lee Phelps; his children, Timothy Phelps (Leatha Phelps) and Keaton Phelps; his sister Norma Jean Phelps; and his grandchildren, Anthony, Cherrell, Adriane, William III and Michael.

Visitation was held on Wednesday, November 20th 2024 from 2:00 PM to 6:00 PM at the Graves Funeral Home (1631 Church St, Norfolk, VA 23504). A funeral service will be held on Thursday, November 21st 2024 at 11:00 AM at the Faith Temple Church of God in Christ (645 37th St, Norfolk, VA 23508).
