He was predeceased by: his parents, Orbin Chester and Kate Noel (Sluss); his son Steven Lee Noel; his siblings, Jerrie Moore and Gene Noel; and his niece Sherrie Bower.
He is survived by: his wife Judy Ann Noel (Hartsock) of Nickelsville, VA; his siblings, Lori Fannon (Dwayne) and Dwayne Noel (Cathy); and his close friends, James Garrett, Lucy Finch and Andy Lawson. He is also survived by several nieces, nephews, and many friends.
