He was predeceased by : his parents, Clyde Tulbert and Willie Mae Tulbert; his brothers, William F. Tulbert and Stephen E. Tulbert; his stepson Kevin Halsey; and his mothers-in-law, June and Edith Chandler.

He is survived by : his wife Diane Chandler Tulbert; his sons, Nathaniel Cordes (Lynn) and Jay Halsey (Rhonda); his grandchildren, Jeffery Halsey, Kelly Halsey, Hayley Halsey, Hayden Halsey, Naleah Cordes and Joslynn Cordes; his great grandchild Evelyn Halsey; his siblings, Rebecca Poplin and Mark Tulbert; and his sisters-in-law, Carol and Pam Tulbert. He is also survived by numerous nieces and nephews.
