He was predeceased by: his wife Barbara Ann Gallagher; his parents, James Robert Gallagher and Alice Marks Gallagher; his daughters, Patricia Gallagher Gupton and Dawn Gallagher; and his brother James Robert Gallagher.

He is survived by: his children, Charles Robert Gallagher of Village, VA, Roger Allen Gallagher of Henderson, NC, James Kyle Gallagher of Newport News, VA and Holly Gallagher of Montross; his siblings, Connie Hynson (David) of Leedstown, VA, Dennis Wayne Gallagher and Douglas Wallace Gallagher (Linda) of Montross; and his grandchildren, Trace Gallagher, Connor Gallagher, Alayna Gallagher and Alice Gallagher.
