He was predeceased by: his parents, David Wiley and Elizabeth Shepherd (Seay); his daughter Shelia Lynn Elliott; his grandson Chad Linwood Lotts; his brothers, David W. Shepherd II and Stanley G. Shepherd; his stepsons, Frank and Steve Stephenson; and his former wife Loretta Dalton (Cash).
He is survived by: his wife Dorothy "Dot" Jean Shepherd (Colaw) of Staunton; his children, Elizabeth S. Conn of Fredericksburg and David W. Shepherd III of Lynchburg; his grandchildren, Jesse Conn (Elizabeth) of Fredericksburg, Lauren Conn of Fredericksburg, William Conn (Melanie) of Richmond, Sarah Denise Black (Dontay) of Mineral, Jonathan Shepherd of Fredericksburg and Shannon Gillispie (Scott) of Rustburg; his great grandchildren, Felicity Conn of Owen Conn, Amiah, Isaiah Black, Tyler and Dakota Gillispie; his nephew Stanley G. Shepherd, Jr. of Richmond; and his stepchildren, Somers Stephenson (Steve Fullerton) of Monterey, Charlotte Stephenson (Richard Shamrock) of Monterey and Thomas Stephenson of Monterey.
