He was predeceased by: his parents, George C. Baxter, Sr. and Josephine Smith Baxter. He is survived by: his wife Victoria Kellam Baxter; his daughter Rebecca Baxter Swanson (Michael) of Orlando, FL; his brothers, George C. Baxter, Jr. (Pat) of West Islip, NY and Stephen Baxter (Valerie) of Amityville, NY; and his siblings-in-law, Janice Baxter of Amityville, NY, Anne Kellam of Cheriton, VA and P. C. Kellam (Mickey) of Silver Beach, VA. He is also survived by numerous nieces and nephews.
